Florida state law authorizes all localities with a shortage of affordable rental housing to adopt an ordinance that permits accessory dwelling units (ADUs) in all areas zoned for single-family residential use. Localities that adopt such an ordinance must require an affidavit from applicants attesting that the units will be rented at an affordable rate. In these cases, ADUs may count toward affordable housing goals.
