Short-Term Residential Rentals

This report took an early look at short-term rental restrictions, examining impacts of rentals, legal issues raised by restrictions, and strategies for regulating these units. The report describes the purpose of short-term residential rental restrictions and different approaches to them; examines impacts to rental property owners, communities, and renters, along with unintended consequences; analyzes Constitutional issues raised by restrictions; suggests ways to use existing ordinances to regulate short-term residential rentals; and offers best practices for creating short-term residential rental regulations.
