This report discusses the relationship between land use planning and zoning and environmental justice. It shares case studies from Huntington Park, California; Austin, Texas; Chester, Pennsylvania; Chicago, Illinois; and St. James Parish, Louisiana. Findings and recommendations, organized by leadership and accountability, permitting, planning, and zoning authorities, setting priorities and reducing risk, and public participation, are summarized in Chapter 2.
