This report introduces Community Benefits Agreements as a tool to ensure that new development benefits the community. It discusses some of the components that can be included in a CBA, including living wage and targeted hiring programs and environmental issues. It looks at monitoring and enforcement and shares five examples of CBAs in the Appendices.
