Social Equity

This report, by the Cleveland Planning Department under the direction of Norman Krumholz, establishes social equity as the primary goal for the department. It proposes policies for the domains of income, housing, transportation, and community development. This classic report is one of the first cases of a planning department explicitly centering its activities around social equity.
