This report presents the opportunities and challenges of a range of window improvement options, concluding that more affordable retrofit strategies can be nearly as energy efficient as replacement. Table 5 lists the average cost savings over baseline for seven upgrade measures in five cities with different climates and Table 6 lists the CO2 savings for these same measures and cities. The report concludes with a series of recommendations.
