Scenario Planning

This paper explores how scenario planning can be used to plan for future water supplies and demands and how best to prepare for water resilience and sustainability in Southern California. The paper outlines the steps taken in the scenario planning process: identifying drivers of change, constructing learning scenarios for alternative outcomes, developing resource mixes that use resource and policy approaches, and lastly developing an adaptive management strategy.
