Article V. Background Information

Section 5.01 Background Information

Background information concerning this project is as follows: the northeast Area of Kansas City, Kansas is bounded on the north and east by the Missouri River, on the west by I-635 (and key adjoining intersections) and on the south by State Avenue from I-635 to 18th Street and Washington Boulevard to the Missouri River including the Fairfax Industrial District.

The area is an older urban area that has blighted areas, failed urban renewal projects, demolished blocks of homes, worn out infrastructure, but these issues are balanced by historic neighborhoods, high quality redevelopments, new and renovated schools, caring neighborhood groups, and a community motivated to be great! Residents want to see change.

The Unified Government recently began a SOAR (Stabilization, Occupation and Revitalization) initiative. This initiative is utilizing data and a renewed since of cooperation between departments to attack blight with a goal of improving 10,000 properties in 5 years. This plan should work in sync with the SOAR effort!

We feel it is imperative that the successful team reflect the diversity of the community in general terms and at public meetings.

Article VI. Project Scope

Section 6.01 Scope of Work

The Department of Urban Planning and Land Use, is soliciting proposals for master planning and area planning services.

The department wants assistance to prepare a Northeast Area Master Plan. Unified Government WYCO/KCK RFP #27271 Northeast Area Master Plan

The consultant will complete all facets of plan preparation.

The types of staff in Unified Government agencies that the contractor must interview are various relevant department heads or liaisons.

Other helpful informational material that can be provided to the consultant includes various resources from the Urban Planning and Land Use website.

The goal of this project is to develop a Masterplan for the area that can be used as a development tool to reinvigorate the Northeast Area of the community with new housing and retail development as well as encouraging redevelopment within the Fairfax Industrial District. We anticipate a significant public process to develop the plan. The consultant is responsible for identifying a creative process that will inspire the community to support and help to implement the plan.

Additionally, there is a significant economic development aspect to this process. We anticipate the consultant will help to select nodes and/or corridors with the potential to be fast starts and early successes for the area. This will include justification for the best commercial locations in the area and strategies to increase access to jobs (which may already exist within the study area), healthy food, transit, and education. We need to make the area one "whole" community. A whole community will show increasing incomes, home ownership, assessed value and educational attainment.

The area has aging transportation and infrastructure resources. It is expected the consultant team will work with public works and other utilities to define strategies for use and reuse of existing infrastructure while defining the point at which replacement is warranted or necessary. The team will also identify priorities for creating new complete streets based on the UG Complete Streets policy.

The consultant will work with transportation providers and the public to assess current strategies and propose an effective transportation plan covering all modes of transportation.

Finally, the Mid-America Regional Council (MARC our MPO) is facilitating a study called the I-70 North Loop PEL. This plan needs to coordinate with that study and identify an effective strategy for the Northeast area of the community to work with the results of that study.

Section 6.02 Deliverables

The contractor will be required to provide the following deliverables:

  1. A Market strategy report. This is not necessarily a typical market analysis, but a strategy that defines a clear path to increasing market demand across all segments in the plan area including funding strategies.
  2. Two preliminary draft plans in hard copy (40 full color each) and .pdf
  3. Final plan document in hard copy (40 full color) and .pdf
  4. I-70 North Loop PEL plan development strategy and coordination document
  5. Public involvement summary document
  6. Transportation and infrastructure strategies document

Section 6.03 Work Schedule

We anticipate a complete draft of this plan to be completed within 9 months with a 2-3 month adoption process following the completion of the draft.

The contract term and work schedule set out herein represent the Unified Government's best estimate of the schedule that will be followed. If a component of this schedule, such as the opening date, is delayed, the rest of the schedule will likely be shifted by the same number of days.

The length of the contract will be from the date of award, approximately 5/5/2017, until completion, approximately 1/29/2019.
