Professional Planning and Engineering Services for
The City of Port Angeles Race Street Complete Street: Connecting Port Angeles
to Olympic National Park

Introduction

The City of Port Angeles, Washington, invites persons to perform activities within the scope of the general definition of professional practice in chapters 18.08, 18.43, or 18.96 RCW (hereinafter referred to as the "Offeror") to submit Proposals to provide planning, engineering, and technical services in support of the Race Street Complete Street Project TR0209 (Project). The City intends to select a single firm under a Professional Services Agreement (Agreement). The local agency standard consultant agreement found in the most recent version of the WSDOT LAG Manual will be used. The proposal submission and project timeline dates have been changed.

Teams must have the skills, experience, and vision to develop executable designs, planning and engineering documents for all project components with their entailing tasks as outlined in the Scope of Work section and appendices of this RFQ. Teams, including any sub-consultants, must have the qualifications to perform traffic engineering, architectural, landscape, urban design and graphic design oriented tasks. Professional certifications in these areas of expertise are desirable.

The Project will redesign a portion of the Race Street within the City of Port Angeles. The planning and design efforts will extend along Race Street from the Highway 101 Coupling at Front Street to the Terminus of Race Street at Hurricane Ridge Road. The right-of-way along this transect of Race Street is diverse, and has been split into 5 distinct segments of various character, including road width, surrounding use, ADT volumes, and topography. These segments are detailed in a report available to applicants, titled Race Street Design Report, hereafter referred to as "the Report". Project Specifications shall incorporate and be based on the latest edition of the Washington State Department of Transportation's Standard Specifications for Road, Bridge, and Municipal Construction.

The Race Street Complete Street project is funded through a Federal Lands Access Program grant administered by the Washington Department of Transportation (WSDOT) for Federal Highway Administration (FHWA).

The Recipient, in accordance with Title VI of the civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 6 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

Minority and women owned businesses shall be afforded full opportunity to respond to this invitation, shall not be discriminated against on the grounds of gender, race, color, age, national origin or handicap in consideration of an award of any contract or subcontract, and shall be actively solicited for participation in this project by direct mailing of the invitation to respond to such businesses as have contacted the City for such notification.

Proposals are strongly encouraged to incorporate services from local professionals. Local has been defined as businesses within the Clallam County jurisdictional area. Our experience has been that the use of local professionals can result in a more efficient and successful project. If your team plans to use local professionals, provide a detailed explanation of the tasks they will perform. Indicate the activities in which they will be involved and estimate the percentage of the total work that will be completed by local professionals.

The total maximum, not to be exceeded budget for the tasks identified below is $462,300.00.

Free-of-charge access to RFQ is provided to Prime Engineers, Subcontractors, and Vendors by going to www.bxwa.com and clicking on Posted Projects, Goods and Services, and City of Port Angeles. This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders "Register" in order to receive automatic e-mail notification of future addenda and to place themselves on the Self-Registered Bidders List. Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. The City of Port Angeles (hereinafter referred to as the "City" or the "Owner") reserves the right to reject any or all proposals, or to withhold the selection of firms for any reason it may determine, or to waive or decline irregularities in any submittal. Interpretation or corrections of the RFQ documents will be made only by written addendum, which will be mailed or delivered via e-mail to each Offeror on record. The City is not responsible for any other explanations or interpretations of the RFQ and/or RFQ documents.

Absolutely no communication shall occur regarding this RFQ, including requests for information, or speculation between Offeror's or any of their individual members and any City elected official or employee(s) other than those named above. Failure to comply with this provision may result in offeror's proposal being removed from consideration.

Offerors should submit questions no later than April 5, at 5:00 PM. Answers to those questions will be placed on the TR 02-09 RFQ page on the City of Port Angeles Website.

Any cost incurred by the Offeror in preparation, transmittal, or presentation of any information or material submitted in response to the RFQ, shall be borne solely by the Offeror.
