The City of Billings Aviation and Transit Department operates the MET Transit system in Billings, MT. This RFP seeks a qualified vendor to provide a GPS Automatic Vehicle Location (AVL) System (The System) for its Fixed-Route bus system. The System is to allow instantaneous tracking of fleet vehicles accurately and without interruption of coverage. The proposed system should be completely inclusive of all necessary equipment and software. Aviation and Transit's automated vehicle location and monitoring goals include a reliable, scalable system supporting a current fixed-route bus system consisting of nineteen (19) Weekday and six (6) Saturday routes and twenty-eight (28) vehicles viewable from both an Administrative Platform and a customer- facing app/interface reflecting routes over a map with real time updates on the location of the MET buses. The AVL system needs to accommodate the following:

35-Foot Coach Buses

• Nineteen (19) buses
• Automated vehicle location
• Track speed and stop durations
• Track route history including miles travelled, location, speed, time and date
• Assignable in the system to differing routes and schedules

Body-On-Chasis Buses

• Six (6) 30-Foot Body-On-Chasis Low Floor Transit Bus
• Two (2) 25-Foot Body-On-Chasis Paratransit Vans
• Automated vehicle location
• Track speed and stop durations
• Track route history including miles travelled, location, speed, time and date
• Assignable in the system to differing routes and schedules

Service Vehicles

• One (1) service vehicle (passenger car or van)
• Automated vehicle location
• Track speed and stop durations
• Track route history including miles travelled, location, speed, time and date

The system proposed must be able to expand to a system to cover additional vehicles, routes, and technologies. The proposed system should allow for limited use for the Public to track the bus on a particular route. Specify if the proposed system provides the requested functionality for each of the types of vehicles specified above.
