This Request for Proposals (RFP) seeks a qualified urban planning firm or an independent consulting team to conduct a rewrite of the City of Holland's Zoning, Subdivision, and possibly Stormwater and Streets and Sidewalks Ordinances into a Unified Development Ordinance (UDO).

Since its initial adoption in the 1940's, the City of Holland's Zoning Ordinance has been periodically amended and re-codified essentially in its initial Euclidean zoning platform. Therefore, there are remnants of code from the initial adoption, sections that should go together misplaced throughout the ordinance, and varying styles of text language is used due to its numerous authors over the past 70 plus years.

The City's Subdivision, Stormwater, and Streets and Sidewalks Ordinances are also out-of-date. The Community and Neighborhood Services department and Planning Commission's goal is to integrate best practice standards into a Unified Development Ordinance to promote a very user-friendly development process that integrates the public and private realms throughout the City.

This Unified Development Ordinance is the necessary next step to ensure full implementation of the City of Holland's 2017 Master Plan.

This best practice based, resiliency focused, and cutting edge Master Plan identifies a series of goals and action steps to help guide decision making through these action areas: Environment, Transportation, Public Services, Parks and Recreation, Housing, Urban Design, Food and Agriculture, Economy, and Social Services and Community Health.

Aware that the City of Holland's ordinances are out-of-date, especially the Zoning Ordinance, and aware that the only way to ensure the goals and action steps laid out in the Master Plan will be met, the UDO must ensure implementation of the Master Plan via regulation modifications. The expectation is that the Consultant will become very familiar with these action areas...
