City Overview

Crowley, Texas is located within southern Tarrant County at the intersection of FM 1187 and FM 731, approximately two miles west of I-35 and three miles east of Chisolm Trail Parkway. Crowley is a Home Rule city with seven City Council members. The City has a combined Planning & Zoning Commission and a separate Zoning Board of Adjustment, as well as an active Economic Development Corporation.

Crowley’s estimated population for 2017 is 15,825 residents in 7.26 square miles. Crowley has 5,270 households, of which 4,116 are family households, and has an average household size of 3.00. Approximately 68.7% of households are owner-occupied. Average household income is $78,451, and median household income is $66,692. Per capita income is $25,849.

Crowley grew at an explosive rate of 71.9% between the years 2000 to 2010. Our estimated 2022 population is 18,004 (source: ESRI demographic profile). Although the city is not located on a major interstate, Crowley experiences large volumes of cut-through traffic from drivers going to I-35 or Chisolm Trail along FM 1187, and this traffic is expected to increase in the coming years as the areas around Chisolm Trail Parkway develop.

Crowley is landlocked with no extra-territorial jurisdiction and is expected to reach total build-out (population approximately 30,000) within the next ten years. The city is bordered by Fort Worth, Burleson, and Fort Worth ETJ.  The city. We have four parks — Bicentennial Park Teeter Park, Dionne Bagsby All Sports Complex, and a small skate park — and a recreation center, one library, two fire stations, and one police station.

PROJECT DESCRIPTION

The existing comprehensive land use plan was adopted in 2012. Given the amount of growth in the city since 2012 and the growth expected in the next few years, the City anticipates that an extensive update to the plan will be needed. The project is expected to begin in early 2019 and will span two fiscal years, with the aim to complete the project by the end of calendar year 2019. The plan should be developed through a robust community engagement process. The consultant should seek methods to engage the public through various means of communication, including presentations, public hearings, focus groups, the internet, and/or workshops. In addition, consultants responding to the RFQ should have expert knowledge of and experience with comprehensive planning for cities that are built-out or approaching build-out.

The new comprehensive land use plan should establish a vision, goals, and objectives and should also include feasible implementation steps and strategies. Goals, objectives, and implementation strategies must be established through strong stakeholder involvement to ensure – to the extent possible – that stakeholders support not just the plan’s vision but also a range of steps that must be taken to achieve the city’s vision.

The plan shall be presented in a format and language that is easily comprehendible and accessible to the public; it must include maps, illustrations, tables, and graphs. The plan should also identify opportunities and constraints having significant impact on short and long-term growth and economic development.

Other applicable plans and documents

The City will begin a process to update its Parks Master Plan shortly before beginning the process to update the Comprehensive Land Use Plan; information gathered from the Parks Master Plan may be available to inform the Comprehensive Land Use Plan. In addition, the City recently updated its Capital Improvement Plan. This document may be used to inform the comprehensive planning process. The Comprehensive Land Use Plan produced by the consultant must also account for regional issues and planning efforts.

The project is intended to be completed approximately twelve (12) months after finalization of a contract and notice to proceed is issued but ideally will be completed by the end of calendar year 2019.

Responses to the RFQ must be submitted no later than 3:00 P.M. on November 30, 2018. Responses received after the deadline will not be accepted.

Selection process

The contract for this project will be awarded to the responding consultant whose proposal is the most advantageous to the City of Crowley, considering the relative importance of price and other evaluation factors, and who possesses the ability to perform successfully under the terms and conditions of the this RFQ.

Responses will be opened at 3:30 PM on November 30, 2018 in the City Hall Conference Room at 201 E Main St, Crowley and will be distributed to the staff review committee. The committee will review each response for compliance with submittal requirements and will rank each submittal based on the criteria listed in the full RFQ.
