2020-2024 Consolidated Plan and 2020-2024 Analysis of Impediments to Fair Housing Choice

Mobile County Commission (the County) requests proposals for professional services related to the planning and preparation of the five-year Consolidated Plan (CP) including the PY20 Action Plan (AP) and Analysis of Impediments to Fair Housing Choice (AI) in accordance with U.S. Department of Housing and Urban Development (HUD) current regulations and guidelines. The CP and AI will cover the period July 1, 2020 through June 30, 2024, the AP will cover the period July 1, 2020 through June 30, 2021. The County serves as lead agency of the Mobile County Urban County Consortium, a nine municipal member consortium that includes all municipalities in Mobile County except for the City of Mobile and the Town of Dauphin Island.

Proposals must be submitted in accordance with the detailed Request for Performance, which may be downloaded by visiting the County’s website at http://www.mobilecountyal.gov/government/govt_grantsRFP.html. Proposals may be submitted via email, mailed or hand delivered. Electronic submissions should be sent to: Nayyer Mahdi at Nayyer.Mahdi@mobilecountyal.gov and copied to Kathy McHugh at Kathy.McHugh@mobilecountyal.gov. Printed proposals must also be accompanied by an electronic copy of the submittal (i.e., PDF file saved on a compact disc or jump drive) and should be sent to: Grants Department, Mobile County Commission, South Tower 8th Floor, Mobile Government Plaza, 205 Government Street, Mobile, AL 36644-1800. Proposals must be received by 12:00 p.m. CST on June 28, 2019. This requirement is firm as to the mode of submission, inclusive of date, and time and place, as noted herein. Mailed proposals should be posted in time to be received by the date and time at the above location. No faxed proposals will be accepted.

Neither this request for proposal nor the acceptance of any proposal shall imply a commitment by the County, which reserves the right to approve or reject any and all proposals as it deems to be in its best interest. The County may also waive any irregularities or informalities in the proposal process. The County reserves the right to make an award to prepare both the CP, including PY20 AP and the AI or to make an award to two separate proposers to prepare these separately.
