SOLICITATION OF QUALIFICATIONS AND REQUEST FOR PROPOSAL

TO UPDATE THE CITY OF BURLINGTON 5-YEAR CONSOLIDATED PLAN AND ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE

The City of Burlington is seeking a qualified consulting firm with experienced principal staff to carry out an involved planning process which results in an updated 5-year HUD approved Consolidated Plan with an updated Analysis of Impediments to Fair Housing choice, pursuant to Title 24 Codified Federal Regulations, Part 91. The Consolidated Plan serves as an application for entitlement grant programs; Community Development Block Grant (CDBG); HOME Investment Partnerships (HOME); and the Neighborhood Stabilization Fund (NSP). The Plan is for the period July 1, 2020 through June 28, 2024.

BACKGROUND

The City of Burlington intends to use the next 5-year consolidated planning process as the framework for a means to provide decent housing, a suitable living environment and expand economic activities. The scope of work requested will focus on expanding efforts to revitalize neighborhoods and provide housing opportunity through analysis of community housing market needs, housing stock and socioeconomic trends while also identifying target housing and economic development areas. The plan should also account for the continued impact of the City's activities as it relates to existing neighborhoods and housing needs. It is our hope that the 5-Year Consolidated Plan will be a document that will direct expenditures of State and Federal Funds and frame a five year plan for community, housing and economic development.

SCOPE OF WORK

The consultant will collaborate with Burlington's Office of Community Development in the identification, development, scheduling and implementation of activities designed to complete a HUD acceptable Consolidated Plan and Analysis of Impediments to Fair Housing Choice. Scope of work will include but is not limited to the following:

  1. Design and implementation of a Citizen Participation Plan and Process
    1. To include an update to the City of Burlington's Citizen Participation Plan
  2. Community Profile
  3. Housing and Homeless Needs Assessment
  4. Non-Housing Community Development Needs Assessment
  5. Housing Market Analysis
  6. Strategy to Alleviate Chronic Homelessness
  7. Special Population Needs
  8. Public and Assisted Housing Needs
  9. Lead Paint Hazard Reduction Strategy
  10. Community Development Needs
    1. Housing
    2. Neighborhood Development
    3. Economic Development
  11. 5-Year Strategic Community Development Plan
    1. To include how land banking and land trusts can be used as a city-wide housing strategy
  12. Identification of target housing and economic development areas.
  13. 1-Year Action Plan, 2020-2021
  14. Analysis of Impediments to Fair Housing Choice
  15. Required HOME Sections for Consolidated Plan & Annual Action Plan
  16. Make one (1) presentation to the City Council
  17. Assist City Staff in two area meetings for Citizen input
    1. City Staff will conduct the public hearings
  18. Any other items necessary to meet HUD requirements for a Consolidated Plan, Annual Action Plan, and Analysis of Impediments.

NOTE: THE CONSOLIDATED PLAN MUST BE SUBMITTED TO HUD NO LATER THAN MAY 5, 2020. THE 2020-2021 ONE-YEAR ANNUAL ACTION PLAN MUST BE SUBMITTED NO LATER THAN 60 DAYS AFTER THE HUD ALLOCATIONS HAVE BEEN ANNOUNCED. ELECTRONIC SUBMITTAL OF THE 5-YEAR, 1-YEAR PLAN AND ANALYSIS OF IMPEDIMENTS THROUGH THE E-CON PLANNING SUITE WILL BE THE RESPONSIBILITY OF THE SELECTED CONSULTANT.

CITY STAFF PARTICIPATION

The City of Burlington will expect the consultant to have the capacity to exercise independent judgement and to perform those actions necessary to achieve the project objectives in a manner consistent with those expected of senior technical and management staff. While the consultant will be working under the general direction of the Community Development Administrator, it should be understood the City has limited staff capacity to support the project and will rely on the personnel, experience and expertise of the consultant to ensure all necessary components of the process are completed in a timely manner.

The city will provide copies of all existing plans, data and documents including:

  • Contact lists of local agencies, neighborhood organizations, special interest groups and others to be invited to participate in the process.
  • Copies of zoning, subdivision and related land use regulations.
  • 2014-2019 Consolidated Plan and Annual Updates.
  • Facilities, meeting rooms, office space, and related services.
  • Current Community Development programs, policies and incentives and related materials.

ANTICIPATED CONSULTANT SERVICE COMPONENTS

  • Preparation of 5-Year Consolidated Plan (including strategies for community development, housing and economic development), 1-Year Annual Action Plan, and Analysis of Impediments to Fair Housing Choice.
  • Final plan to be completed and approved by City Council no later than May 5, 2020.
  • Meaningful involvement of citizens, community-based organizations, housing, and service providers in the planning process.
  • Regular consultation with the City Council, Housing Authorities, and City staff.
  • Public presentations, meetings and hearings as appropriate.

SELECTION CRITERIA AND RELATIVE IMPORTANCE

Responses will be evaluated and the consultant selected based on the following criteria:

  • The consultant's approach, plan of work, recommended schedules, and suggested responsibility assignments. (20%)
  • Qualifications and experience in providing the requested service(s) as exemplified by past projects and client contacts. (20%)
  • Experience and qualifications of personnel to be assigned to the project. (10%)
  • Knowledge of and experience in identifying community based decision-making opportunities, techniques, and strategies. (20%)
  • Total project cost and anticipated time frame to complete the project. (30%)

PROJECT BUDGET

The project budget is capped at $40,000.

PROPOSAL SUBMISSION

Proposals must clearly identify individual component costs, and be submitted to the City of Burlington Planning and Community Development Office by 3:00 p.m. Thursday, August 1, 2019 . Five (5) copies of the proposal shall be submitted and shall be sealed with the following stated on the front of the package:

Late Submissions
Proposals not received by the date and time specified in this Request for Proposals will not be considered.

RESPONSE TO CRITERIA

The proposal shall be organized in the following manner.

  1. Firm Background: Background on the firm and its associated specialties.
  2. Project Approach: A summary of the firm's anticipated approach for the completion of the Consolidated Plan.
  3. Previous Experience: A summary of the firm's experience in working with similar projects, including reference contact information (name, title, community, and current telephone number for each), which are similar in scope to this project, and which demonstrate pertinent corporate and key personnel experience.
  4. Proposed Personnel: Professional resumes for key personnel that would be assigned to the project, including level of responsibility for projects similar in scope.
  5. Project Costs: Provide a detailed budget for the project.
  6. Project Hours: Estimate in detail the number of hours the leading staff members will work on the project. Also estimate the number of hours any other staff members will work on this project.
  7. Provide any additional information the respondent believes to be relevant to the City of Burlington's selection efforts.

EVALUATION PROCESS

The City of Burlington will evaluate all proposals, and rank them on the basis of the scoring and weighting system outlined above.

The City of Burlington may conduct in-person interviews or video conference interviews with the highest-ranked firms. The purpose of the interviews would be to allow for expansion upon the written responses. The final selection will be based on the total of all evaluators' scores and evaluation of any in-person interviews. The highest ranked respondent may then be invited to enter into final negotiations with the City of Burlington for the purposes of contract awarding.

PROPOSAL ACCEPTANCE PERIOD AND TIMELINE

Staff review of proposals is expected to be completed no later than August 6, 2019. The project is expected to commence on or before September 3, 2019.

The following timeline is anticipated:

RFP Released: July 3, 2019

RFP Due Date: August 1, 2019

Conclusion of staff review: August 6, 2019

Contract Sent for Execution: August 20, 2019

Project Start Date: September 3, 2019

Draft Plan: March 2, 2020

Completed Consolidated Plan: March 27, 2020

Submittal to HUD: No later than May 5, 2020

The City of Burlington reserves the right to request clarification of submittal or additional information from applicants. Failure to provide additional information, if requested, within a reasonable amount of time, shall be reason for the firm's offer to be considered non-responsive. The City of Burlington reserves the right to disqualify from consideration proposals received after the time and date specified above. Any proposal may be withdrawn or modified by written request of the respondent, provided such request is received by the City of Burlington at the above address prior to the date and time set for receipt of proposals. In submitting these qualifications, it is understood by the respondent that the City of Burlington reserves the right to reject any and all proposals and to be the sole judge of the value and merit of the proposals offered.

If a proposal includes any proprietary data or information that the respondent does not want disclosed to the public, such as data, the information must be specifically identified as such on every page on which it is found. Data or information so identified will be used by the City of Burlington solely for the purpose of evaluating proposals and conducting contract negotiations.

The procurement of these professional services shall be in accordance with the North Carolina Public Procurement Act and Community Development Block Grant guidelines. The City of Burlington is an Equal Opportunity employer.

USE OF CITY DOCUMENTS

During the project, any documents provided to the consultant by the City, whether in hard copy or electronic form, shall remain the property of the City and shall be returned to the City at such time as they are no longer necessary.
