Study of Accessible and Affordable Housing

The State of Connecticut, Department of Housing (the Department) is seeking proposals from eligible contractors to complete a study of accessible and affordable housing, identifying where such housing exists, in comparison to where the need for such housing is greatest, both presently and in the foreseeable future, based on detailed current housing and demographic disability data, as well as data driven projections of future accessible and affordable housing needs. The intention of the study is to produce a "road map" for the future, identifying both where resources exist today, in comparison to existing need, while projecting where resources are needed. The geographic area includes the entire State of Connecticut.

A responsive proposal shall provide a description of the technical approach to the project, including an outline of the sequence of tasks, major benchmarks, and milestone dates. DOH is asking respondents use a data-driven approach to this effort, and detailed information should be provided which describes this approach, included intended sources and data collection methods. If the respondent is proposing the use of any subcontractors or partners to provide any of the services required by this RFP, provide this information about each subcontractor and partner.

A responsive proposal shall thoroughly address a detailed data collection and analysis of current and future accessible and affordable housing needs based on one or more supply and demand model(s) that has the following goals:

  • Generate a detailed analysis of accessible and affordable housing trends and accessible and affordable housing cost burdens by income level.
  • Generate estimates of future accessible and affordable housing production needs stratified by cost burden/income.
  • Identify the short- and long-term housing need (with specific regard to accessible and affordable housing need) required to support economic development and growth in the state.
  • Identify the geographic areas of the state with the greatest needs for additional accessible and affordable housing supply.
