City of El Monte is soliciting proposals from qualified firms or individuals that
specialize in architectural and landscape design review to provide on-call services for
development projects for City’s Planning Division. The City will establish a bench list of consultants that will remain active for a maximum of three (3) years with an option of two (2) staff level one (1) year extensions. This document outlines the scope of services, submittal and formatting requirements, evaluation criteria, and selection process to submit qualifications in response to this solicitation.

The selected consultants will provide architectural and landscape design review services for a variety of city-wide development projects. The project types include but are not limited to, commercial, residential, mixed-use, and industrial projects. Furthermore, the on-call consultants will assist in the City’s Initial Plan Review (IPR) and Design Review (DR) processes by reviewing architectural design, site configuration, landscaping, and other design elements consistent with the City's General Plan Community Design Element and Comprehensive Design Guidelines.
