The purpose of this Request for Proposals (RFP) is to receive competitive proposals from qualified consultants who are interested in completing a new East Side Neighborhood Economic Development & Land Use Plan for the Village of McFarland. The creation of this document is meant to provide detailed recommendations regarding the development character of the Village's East Side Neighborhood including the specific location, types, density, and intensity of a variety of land uses.

The plan should provide a comprehensive economic development analysis of the Village for the purpose of planning the creation of a new east side business park and other retail, service, and mixed-use areas. The inclusion of affordable housing, sustainable land use and transportation planning strategies will be vital to the final deliverable. Upon adoption the plan will replace the Village's existing 2008 East Side Neighborhood Growth Area Plan and will be incorporated into the Village's 2017 Comprehensive Plan. The plan will require input on its development from the Plan Commission, Community Development Authority, Village staff, public, businesses, property owners, other stakeholders, and other Village boards, commissions, and committees.

The selected Consultant will need to demonstrate experience in the development of neighborhood plans of similar size, experience with economic development and retail market analysis, business park development, housing studies, and sustainable land use planning. A preferred Consultant likely consists of a multidisciplinary team of urban planners, housing professionals, economic development professionals, commercial broker and real estate professionals, landscape architects, and civil engineers
