Active Transportation Plan

The City of Dunsmuir, in partnership with the CivicWell (formerly LGC), is seeking a consultant (or team) with expertise in active transportation, multimodal transportation planning, and design to prepare an Active Transportation Plan for the City of Dunsmuir.
The Plan will identify deficiencies and specify improvements to infrastructure with the goal of building a complete network for active transportation users. Issues and solutions identified in the plan will be informed through a rigorous, inclusive public engagement process with the object of identifying solutions that meet the needs of severely disadvantaged residents as well as address decaying pedestrian infrastructure - resulting in a plan for a comprehensive active transportation network. The Consultant will work with the City, CivicWell, community and other stakeholders to develop solutions to address deficiencies and needs to ensure pedestrians and cyclists of all ages and abilities have improved access, safety, and connectivity in and around the City of Dunsmuir.
The plan will be developed through a robust public engagement process that will include a series of workshops, outreach events, and a multi-day charrette process to identify needs, challenges, and opportunities that will be the basis of the Active Transportation Plan. Special attention will need to be given to access by disadvantaged community members, residents who can't afford a car or are not able to drive, children going to and from school and parks, seniors, and transit users. Once the barriers have been identified, the consultant team will work with stakeholders to develop recommendations that include changes to both the design and operation of roadways so as to accommodate users of all ages and abilities.
The plan will then prioritize recommended improvements, which will guide the City of Dunsmuir to secure funding and rapidly implement improvements to strengthen the active transportation network. The plan will help prioritize projects by identifying locations that generate a higher volume of pedestrian and bicycle trips. The overall goal of this project is to ensure that the City develops a working document that can guide the implementation of active transportation projects and programs in future years.
This project is funded through a Caltrans Sustainable Communities Grant awarded to the City of Dunsmuir. CivicWell is the grant sub-applicant and will assist with the management and implementation of this project in coordination with the City. The City of Dunsmuir, with support from CivicWell, will direct the development of the Plan and activities executed by the consultant (or consultant team).
