RE: Request for Proposals for Owner's Representative Services for Environmental Review and Design Development through Construction Documents of a High-Profile Multi-Use Trail — The Westchester RiverWalk Connection under the Governor Mario M. Cuomo Bridge
Scenic Hudson is seeking Owner's Representative services to oversee the federal (NEPA) and State (SEQRA) environmental review and design development through biddable construction documents for the Westchester RiverWalk Connection, a high profile, multi-million dollar trail project in Tarrytown, NY.
Background
Westchester RiverWalk is a planned 51-mile multi-use path along Westchester County's Hudson River shoreline. Currently, about 32 miles of the trail are complete. The incomplete section most urgently in need of construction is a 0.9-mile gap under the new Governor Mario M. Cuomo Bridge (GMMCB) between Green Street and the existing trail at Van Wart Avenue. Scenic Hudson and its partners have completed a Feasibility Study for Westchester RiverWalk Connection and conducting the environmental review is the next step. See attached.
In addition to the feasibility study, 30% design development exists for three alternatives being held into the environmental review. The firm that completed the Feasibility Study for the project and 30% design will be available as a resource should technical questions arise during the environmental review.
The Village of Tarrytown has agreed to be Lead Agency for the environmental review, which will be funded by Westchester County. Together with Scenic Hudson, these three entities make up the "client", although day-to-day project management and coordination will be done by Scenic Hudson.
Scenic Hudson anticipates hiring an Owner's Representative firm within the next month to inform and manage the selection of a consultant team, and lead that team in the conduct of the SEQRA and NEPA environmental reviews on behalf of Scenic Hudson, the Village of Tarrytown, and Westchester County (the "client group").
The Owner's Representative shall:
- In coordination with the client group, develop, issue and evaluate the RFP for consultants to conduct the environmental review;
- Refine the scope and fee with the selected contractor;
- Manage the work to keep the project moving on schedule;
- Keep track of the budget; and
- Manage change orders.
Please provide your proposal, including the following by 5 PM. July 7, 2022:
- Management approach;
- Fee;
- Key Team Member(s);
- Staffing assumptions for % of time allocated;
- Demonstrated experience working on comparable projects;
- Detailed scope of work;
- Schedule; and
- List of references.
Selection Criteria:
The following will be used to evaluate the proposals and select the preferred consultant:
- Fee will be within a competitive range;
- Qualified firm that can perform all tasks by the project deadline;
- Experienced with SEQRA and NEPA Review; and
- Experienced with construction of trail and/or park projects.
Scenic Hudson reserves the right to award the contract in its best interests; to reject any or all proposals; to waive any informalities in bidding when such wavier is in the best interest of Scenic Hudson/subcommittee; and to hold all proposals, which shall remain in force and effect, for a period of not less than 60 days after opening date.
If selected, the consultant must produce a W9, provide a certificate of general liability of $2 million or more, and proof of Workman's Compensation. Insurance certificates shall be on file at Scenic Hudson offices prior to commencement of work.
