The Clinton County Regional Planning Commission (CCRPC) is soliciting, on behalf of the Clinton County Board of County Commissioners (BOCC), Request for Proposals (RFPs) from a qualified planning consultant or team ("consultant") to lead the County in the preparation and adoption of an area plan for the interchange of State Route 73 and Interstate 71 in Chester Township, and the interchange of US 68 and Interstate 71 in Liberty Township, Clinton County.

The County seeks a consultant that will guide the creation of a community vision in alignment with the Clinton County 2040 comprehensive plan, growth and development scenarios, relevant policies, and implementation strategies. The plan should define the strategic area boundaries at each interchange, and provide clear and defined guidance and serve as a framework for the overall development of each area. The purpose of this RFP is to provide guidelines for the submission of proposals. The process to establish the area plans will be critical to its success. The County is seeking an individualized and innovative plan to the area planning process. Proposals must reflect the ability to provide a full range of expertise in all areas needed to develop a complete plan.

The plan should be created in a way that allows it to be used to update the County's Zoning Code and Subdivision Regulations to ensure that the goals of the Plan can be accomplished. However, updates to the Zoning Code and Subdivision Regulations are not part of this process.
