The Town of Wake Forest is soliciting Statements of Qualifications from firm(s) or a team to lead the planning process for the development the Wake Forest Downtown Small Area Plan building off the recent vision and goals established in the Town's Comprehensive Plan such as the 2022 Community Plan and Northeast Community Plan.

The Town seeks to identify qualified consultants who have robust experience preparing downtown small area plans; conducting parking evaluations; performing economic analysis; evaluating and recommending updates to existing Municipal Service Districts; engaging the community; soliciting and incorporating community input; knowledge of Wake County, North Carolina and the rapid growth it is experiencing; North Carolina land use law; experience with developing and carrying out creative outreach methods; facilitation of public meetings; compilation and analysis of information; GIS capabilities; innovative and user-friendly documents and interactive web-based documents; quality design graphics; presentations to boards and commissions; and attainable recommendations for implementation of goals.

The RFQ has 3 main objectives:

  1. Update the 2017 Wake Forest Renaissance Plan. The Plan should provide a robust community engagement process that balances the Downtown's development potential while preserving its historic character.
  2. Perform a downtown parking study. Existing parking inventory and usage should be evaluated and research regarding feasibility and/or need of additional parking provided.
  3. Evaluate Municipal Service District (MSD). Based on market and economic analyses, provide recommendations on MSD boundary and/or rates.
