This Request for Proposals (RFP) is issued by the City of Oakland, Planning and Building Department (PBD) to identify qualified firms and solicit proposals to provide Short Term Residential Rental (STRR) program services and a software solution coinciding with the City's planned adoption of new regulations for the rental of residential dwelling units for periods of less than thirty (30) days.

The requested services in this contract include:

• Finalizing the STRR regulations;
• Performing economic analysis of the STRR market in Oakland;
• Integrating STRR software with City's Accela permit system;
• Reviewing STRR license applications, issuing and renewing STRR licenses;
• Providing enforcement services; and
• Maintaining a digital dashboard to monitor STRR listings in Oakland.

The City's preferred vendor must provide a STRR software solution and should have knowledge of and expertise in writing STRR regulations in California jurisdictions; integrating STRR software with the Accela permit system; and designing and implementing STRR program services such as reviewing STRR license applications, issuing STRR licenses, and performing enforcement activities. PBD intends to enter into an agreement with a qualified firm to provide the services outlined in this RFP for not to exceed maximum dollar amount proposed by a vendor pursuing the RFP.
