The City of Frisco is seeking responses from development team(s) to plan and develop the Site (defined as the half-block between 3rd and 4th Street on the south side of Main Street) which was once Frisco's mercantile area.

One of Frisco City Council's Top 10 Priorities from 2023 is the "Downtown 2040 Vision" — to bring the 4th Street Plaza, parking garage, Main Street and Elm Street renovation, and redevelopment of the Site into a cohesive and catalytic project.

The developer(s) will act as a partner with the City of Frisco to achieve the City's vision of making the downtown more walkable with an emphasis on activating the 4th Street Plaza by creating a signature development that complements the Rail District per the 2018 Downtown Master Plan. City staff facilitated a work session with City Council members in March 2023 to understand their expectations.

The City Council is open to considering all possible redevelopment submissions. The factors listed below are suggestions for the Site to reach its full potential and not meant to limit the uses of the design submitted:

  • Reinforces the rail history and architecture
  • Preserves the arches in the former City Hall
  • Diversifies the downtown economy
  • A boutique hotel
  • Destination entertainment and dining
  • Co-working and office space
  • Recognizes the artisan industry
  • Possibility of upper floor residential
  • Possibility of over 4 stories

Frisco's downtown is gaining momentum from private development and robust city investment in its infrastructure.

The City has invested in infrastructure improvements downtown in accordance with the 2018 Downtown Master Plan. It recommended several improvements in which the voters approved bonds in 2019 and 2023, authorizing over $60 million in public improvements downtown. These improvements included rebuilding Elm Street, Main Street, and closing two sections of 4th Street to build a plaza as a gathering place in the center of downtown. The plaza will include a stage for live performances with specialized lighting, artwork, an event lawn, public restrooms, minor water features, and a provision for food trucks.

As Elm Street nears completion, the City will commence with construction of Main Street and the plaza in early 2024. Sidewalks on Main Street are being widened to 18-feet by removing on-street parking. Street trees will be added along with space for patios.

The private sector has also complemented that public investment. The latest examples of this are The Patios at the Rail, The Tower at the Rail, and several new authentically designed single-family homes.

The City entered into a public-private partnership with Rollertown Beerworks at the western end of the Rail District on Main Street for a new brewery entertainment destination facility. This is a unique public- private partnership that will help transform downtown Frisco.

Part of the bond funds in 2023 included a 390+ space parking garage adjacent to the plaza with small tenant spaces on the first floor facing the future pedestrian alley on the north side of the parking garage. The pedestrian alley will flow between the Site and the parking garage, continuing east along the plaza. The consultant for the plaza design is part of the design build team to construct the parking garage and create a design that blends the plaza and the parking garage. The City is negotiating with a design build team to commence work on the 390+ space parking garage in 2024. The parking garage is tentatively scheduled for completion by the Fall of 2025.
