Scenic Preserve Trust Review

The project objective is to review the structure, governance, and procedures of the trust, and provide recommendations for modernizing the Trust. The project is anticipated to result in a final work product document and presentation addressed to the Board of County Commissioners. The final work product is anticipated to outline the Consultant's findings on the state of the Trust as well as providing a prioritized list of recommendations for overhauling, modernizing, or otherwise enhancing the Trust. It is anticipated for there to be multiple options for the Trust to consider, with different levels of cost, intensity, and outcome goals. The details of the scope of work and timeline will be subject to the Consultant's recommendation, as outlined in their proposal materials, and finalized through negotiation and conversation between the Consultant and Teton County Staff ('Staff), in the form of a contract. It is expected for the Consultant and Staff to have a meeting(s) to finalize the workplan (scope of work and timeline) prior to finalizing the Contract for the Board to review.
In addition to finalizing the workplan, the Consultant is expected to collaborate with Long-Range Planning Staff throughout the project timeline. This includes facilitating an initial informational and data collection meeting or interview with Staff to understand the perspective, concerns, and historical knowledge of Staff. This also includes on-going collaboration between the Consultant and Staff to produce the best status update and recommendation options for the Board.
The final work product is anticipated to react to and provide suggestions related to the following (though this is not an exhaustive list):
- The structure and operational processes of the Trust including the board structure, staffing, and governance,
- Accreditation (potential value of this status, options for achieving it, etc.),
- Methods for determining the eligibility for new lands to become protected and held by the Trust,
- Strengthening the Trust's ability to protect held lands and enforce easement terms,
- The Land Development Regulations (specifically, but not limited to, Div 7.1, Development Option Standards and Div. 7.3, Conservation Area Standards) and the Open Space Resources Resolution,
- The Application submittal process and documents required for new conservation easements or easement amendment proposals (Baseline Inventory Report, Environmental Analysis, Development Area Configuration Diagrams, etc.).
Proposals shall include a proposed workplan, including both an outline of the scope of the work and a timeline, based on the expertise of the Consultant. If selected for the contract, the workplan may be edited and finalized by mutual agreement by the Consultant, Board, and Staff prior to contract execution. This is anticipated to include a meeting between the selected Consultant and Staff to finalize the approach to the project.
Teton County retains the right to terminate the contract if agreed upon terms are not met by the Consultant.
