PURPOSE AND OVERVIEW

The City of Alhambra is issuing a Request for Proposals to solicit and select a qualified firm to provide services to assist with the preparation of citywide objective design standards and design guidelines. Under the direction of staff from the City's Community Development Department, the consultant will provide the range of expertise to complete the following objectives:

• Review and update the existing citywide objective design standards in Alhambra Municipal Code ("AMC") Chapter 23.13 "Building and Site Design Standards";
• Develop specific objective design standards for the EMC (East Main Commercial) and CBD (Commercial Business District) zones;
• Review and update the City's existing single-family residential design guidelines; and
• Develop design guidelines for commercial, mixed-use, and multi-family projects.

It is anticipated that the objective design standards will be adopted as an amendment to the City's Zoning Ordinance, while the design guidelines will be adopted by reference as part of the City Zoning Ordinance. The primary focus of the project is to have appropriate standards and guidelines in place that will foster greater architectural compatibility throughout the City and the cultivation of neighborhood identities through design. the project deliverables will be used to enhance and supplement the objective design standards in the City's Zoning Ordinance. Once adopted, the design standards and guidelines will benefit the public by providing clear direction regarding City expectations and will benefit City staff, the Design Review Board (DRB), and the Planning Commission (Commission) in evaluating and approving development proposals.

All services provided by the consultant shall be performed by individuals who meet the qualifications, education, and certification/licensing for the position, and have the necessary skills to complete the project on time and at a very high level of quality. The selected consultant shall have the resources to provide cost-effective and timely services, including providing outstanding customer service to the City and its related clients.
