The Southern Maine Planning and Development Commission (SMPDC), the Town of Kittery, and the Portsmouth Naval Shipyard (PNS) have collaborated for the last five years on increasingly specific and actionable planning activities through a series of grants funded by the U.S. Department of Defense, Office of Local Defense Community Cooperation. SMPDC has been awarded another grant to pursue a fourth round of planning implementation activities.
SMPDC, in collaboration with the Town of Kittery and PNS, seeks a contractor to assist with transportation and climate planning activities centered around the PNS. Through this RFP, SMPDC requests assistance for ongoing implementation activities, specifically for developing a funding roadmap; assisting with a survey of shipyard workers to understand housing and transportation preferences; locating and creating a rough concept design for an off-site parking structure; locating and planning improvements for off-site satellite parking locations and developing a Transportation Demand Management Plan (TDM); conducting a detailed Infrastructure vulnerability assessment for Kittery; and, creating a joint Kittery/PNS emergency preparation plan.
