To support development of a new Regional Vision plan, the Chicago Metropolitan Agency for Planning (CMAP) is seeking a highly qualified, creative vendor to shape and advance scenario planning activities that will prepare the region for future uncertainty. In partnership with CMAP staff, the successful Consultant will develop a limited number of plausible futures based on today's best understanding of the most important trends, opportunities, and threats anticipated to shape the future of the Chicago metropolitan region ("priority trends"). These plausible futures will inform key components of the Regional Vision, including the development of "Grand Challenges," the evaluation and refinement of robust regional strategies, and public engagement on the region's values and priorities.
The Consultant will provide subject matter expertise and augment existing CMAP staff capacity to execute key scenario planning tasks — as negotiated and agreed by CMAP and the Consultant during project mobilization — including the development of an appropriate methodology, the development and deployment of a related stakeholder engagement strategy (including with CMAP boards and committees), and quantitative analytical support for priority trends. The Consultant must therefore demonstrate experience in structuring and conducting scenario planning and a commitment to pursue originality and innovation. Beyond those qualities, an advanced understanding of long-range urban and regional planning is valued but not required.
This procurement is structured to enable the selection of a Consultant that can co-design a scenario planning approach with the CMAP team. While the Consultant will perform the scope of services as identified, CMAP is open to considering alternatives that can meet the needs and goals of the Regional Vision while accommodating the vendor that best fits CMAP's needs. To achieve this, proposal teams are encouraged to provide creative and innovative recommendations as well as to consider the mix and balance of skills required to ensure a successful project. The ability to work seamlessly and collaboratively with both CMAP staff and other vendors will be critical.
