East Central Intergovernmental Association (ECIA)

The East Central Intergovernmental Association (ECIA), an organization of counties, municipal corporations, and other local governments that serves a five-county region in eastern Iowa, invites qualified firms or individuals to submit proposals to provide consulting services for the preparation of a strategic plan.

ECIA is committed to working with member governments and their citizens to enhance the quality of life in Cedar, Clinton, Delaware, Dubuque, and Jackson Counties. ECIA member communities share resources and collaborate in finding economically feasible solutions to grow and enhance their communities.

The project's overall goals are to build an organization that can more effectively respond to the needs of its member governments, foster collaborative efforts, and develop innovative solutions to deliver essential services efficiently and effectively. Additionally, the project aims to strengthen staffing capabilities to enhance organizational effectiveness and improve service delivery.

Responding firms should have significant experience conducting strategic planning processes involving employees and local governments.

Proposals will be received by 3:00 PM Central Time, October 17, 2024.
