Climate Action Plan: Public Engagement

The City of Birmingham (The City) is issuing this Request for Proposals (RFP) for professional services to assist the City in a robust public engagement outreach process for the development of the City's Comprehensive Climate Action Plan (CCAP) for the Birmingham-Hoover MSA.

The City received funding from the U.S. Environmental Protection Agency (EPA) through the Inflation Reduction Act — Climate Pollution Reduction Grants (CPRG) program to complete a CCAP for the Birmingham-Hoover MSA.

This initiative is focused on ensuring robust community involvement, particularly targeting low-income and disadvantaged communities who are disproportionately affected by climate change. The goal is to develop a climate action plan that is inclusive, equitable, and addresses the specific needs of these communities. Special effort will be made to engage with residents and organizations in those census block groups, most notably those in and near the superfund sites within our MSA.

The selected consultant should expect to be adaptable throughout the process and show a willingness to alter strategies throughout the planning process if community participation is lower than anticipated or more feedback from specific groups or stakeholders is needed. The selected consultant will work closely with the Climate Pollution Reduction Manager (CPRM) and should be prepared to lead a collaborative community engagement process. The CPRM will assist the selected consultant where local knowledge and connections are necessary to ensure the best possible outcomes are achieved. Additionally, the CPRM and other City Staff will provide support in the facilitation of community outreach activities and meetings. Full details of expected deliverables can be found in the RFP. It is the City's intent to award a contract from January 2025 through March 1, 2026
