The City of Cambridge, Maryland is issuing this Request for Proposals (RFP) to assist with the establishment, writing, and final adoption of a collaborative "place-based" Comprehensive Plan that promotes the tenants of the new urbanism.

The document must meet the requirements of the State of Maryland, the long-range planning needs of the City, and be presented in such a manner that any citizen, regardless of their background or upbringing will grasp its meaning.
