The Regional Planning Commission of Greater Birmingham (RPCGB) is seeking proposals from qualified consulting firms (or teams of firms) to develop a new citywide Comprehensive Plan for the City of Homewood in Jefferson County, Alabama.

As the city's form of government moves to a Council-Manager form, an updated vision for the City will be important to guide this transition, as well as to inform capital improvement investments, gaps in public services and future land use decisions. The last Homewood Master Plan was adopted in 2007. Since then, the City has grown from 25,000 people in 2007 to approximately 28,000 people.

Anticipated compensation for the project is between $300,000 - $350,000 for the consultant team. Please note that a cost proposal is not a required element of this RFP. The project fee will be negotiated with the consulting firm / team that is selected.

The project is anticipated to be developed over an 18-month period after the Notice to Proceed is issued in November 2025.
