Land Development Code and Comprehensive Plan Update

4.0 SCOPE OF WORK

Successful consultant shall provide a diagnostic report investigating current comprehensive plan and development code, interview stakeholders, city council, board/commissioners, and staff as identified by selection committee, hold public input meeting(s), survey public and any other public input collection measure to gauge public assessment in the current comp plan and development code culminating into a presentation to city council with recommendations, cost estimates and timelines on implementing such recommendations.

In compliance with Chapters 211 and 212 of the Texas Local Government Code and all other applicable state and federal laws, the City seeks a consultant to review, update and revise or re-write its development regulations including the Land Development Code and Comprehensive Plan. The revised regulations are intended to establish new goals and policies for development in Taylor.

The selected consultant shall work with the City staff, elected and appointed officials, citizens and the development community to prepare the new development regulations using an inclusive and transparent process that affords all stakeholders the chance to be engaged in the process. The use of online engagement tools and social media should be an integral part of the public participation plan.

The city seeks a new Comprehensive Plan and set of development ordinances that:

  • Capture the goals and vision for guiding the growth and sustainability of the city
  • Are lean and easy to understand, implement and maintain
  • Create a framework for development that is based upon the characteristics of Taylor's historic settings, character and neighborhoods
  • Simplify and streamline the development process for projects that meet the goals of the comprehensive plan as will be updated in the process
  • Encourage and facilitate both infill and incremental development
  • Preserve the character of existing neighborhoods and historical land uses, including downtown, open space and agriculture
  • Ensure a variety of housing product types and sizes for a wide range of income levels and household types in existing and new neighborhoods
  • Expand and connect the City's streets system in both infill and greenfield development
  • Maximize improvements to and the return on investment of the City's existing infrastructure systems when considering expansions of those systems into undeveloped areas
  • Ensure that new development will generate sufficient revenue to pay for the long- term maintenance of the infrastructure and services required by it, including utilities, streets and responsive services
