1. INTRODUCTION
The Montgomery County Land Reutilization Corporation, or Montgomery County Land Bank (MCLB), is a nonprofit organization with public authority that works to eliminate blight and encourage redevelopment in Montgomery County, Ohio communities. We promote the rehab and reuse of vacant, abandoned, and distressed properties through a variety of programs that provide solutions by turning liabilities into viable, marketable assets and returning them to the tax roll.
MCLB was established in 2011 and is led by a seven-member board of directors, including two county commissioners, the county treasurer and representatives from the largest city and a township with a population of more than 10,000, in addition to two local real estate experts. With eleven staff members, the organization manages five primary service areas: demolition, housing development, brownfield remediation, commercial development, and planning grants. The organization is undertaking its first federally funded acquisition project for a third party who is assembly a contiguous site for economic development purposes. Some of the properties to be acquired are occupied by homeowners and tenants.
2. STATEMENT OF WORK
2.1 Objective
MCLB is seeking proposals from qualified firms to conduct the required tenant relocation activities (including notices, counseling, and supportive services) as mandated by the Uniform Relocation Assistance and Real Property Acquisition Policy Act of 1970 (URA). MCLB's site assembly project meets the definition of "voluntary acquisition" and as such we seek support to relocate tenants of structures to be acquired. As the first federally funded acquisition project of occupied structures our organization is undertaking, we require an experienced consultant to guide us through the process and ensure compliance with all regulations. As a small staff, we seek capacity support from an external consultant to ensure timely communication, clear record keeping, and engaged project support.
Acquisition of vacant land and unoccupied structures is underway. We hope to initiate negotiations with owner-occupied, and tenant occupied structures as soon as a consultant is under contract. Acquisition is expected to take at least a year to complete with a tentative closure date of Spring 2026.
2.2 General Background
The project is funded by the U.S. Department of Housing and Urban Development (HUD). MCLB is a subrecipient of the grant and has a contract with the Dayton-Montgomery County Port Authority to complete acquisition activities in support of the economic development project.
Participants should note the following:
- The project area will be in Montgomery County, in the City of Dayton.
- Federal grant funds are being used to partially or wholly fund the project. Participating firms must agree to comply with the requirements associated with this program – see HUD's URA regulations at 49 CFR part 24 (https://www.ecfr.gov/current/title-49/subtitle-A/part-24). This project will follow the voluntary acquisition requirements.
- Any services performed under this project shall comply with the Subrecipient agreement between the MCLB and the Dayton-Montgomery County Port Authority, and all applicable state and local laws, including applicable rules, regulations, and orders governing receipt and use of public funds, and all applicable state regulations.

2.3 Scope
The scope of services shall include:
- Residential Rental Family and Business Assessments
- Residential Rental Family and Business sessions
- Direct household and business assistance
- Coordination of financial assistance
MCLB seeks a consultant to provide technical and direct assistance in relocating tenants and businesses who are displaced by MCLB's acquisition project. Work will be conducted on an "as-needed" basis, with tenants/businesses being referred to the consultant by MCLB, when appropriate.
All necessary groundwork is complete to establish fair market value of properties, assemble ownership lists, and site surveys to identify potential tenants. We estimate a total of ten (10) occupied structures with at least six (6) rental properties and about twenty (20) households. There is also at least one (1) in-home business and one (1) commercial/business use. We seek support from a consultant to complete the tenant and business relocations as required by HUD and the URA.
This is a unique project in the MCLB's portfolio as we generally do not acquire occupied structures. It is imperative that we identify a strong partner to ensure compliance with the spirit and letter of the URA. Activities anticipated under this project are identified below, however, MCLB welcomes feedback on the following list to ensure our project follows best practices, meets URA requirements, and takes advantage of the expertise of our consultant team.
Expected Timeline
We anticipate the relocation component of this project to take up to a year, beginning with the first communication with the property owner. We ask that the responding consultant outline their recommended timeline for the following discrete components:
- RFP Released: July 14, 2025
- Questions due: July 25, 2025, by 12 pm
- RFQ Responses Due: August 11, 2025, by 12 pm
- MCLB Review responses: August 11 – 15, 2025
- Notify Finalists and schedule interview if necessary: August 18 – 22, 2025
- Final selection of consultant: Early September
- Project contracting and commencement: Mid-September
Required Expertise
The successful respondent must demonstrate experience in supporting or completing URA mandated tenant relocations. The firm must illustrate proven strategies for effective project management and facilitation. Responding firms should provide a list of pertinent certifications, completed training courses, or licenses maintained.
