The Billings-Yellowstone County Metropolitan Planning Organization (MPO) is undertaking a financial and economic analysis of Complete Streets in the City of Billings. This analysis will focus on assessing the relationship between infrastructure investment, financial impact, and economic benefits by examining the cost of construction and maintenance of Complete Streets infrastructure (other than optional improvements in the policy) improvements and the potential economic and community impact. Key considerations will include how these projects impact business activity, property values, and multimodal accessibility for all residents, including those who are unable to drive, providing a data-driven foundation for future decision-making.

This limited financial and economic analysis will offer insights into the impacts of Complete Streets investments, helping guide discussions on future infrastructure planning, cost of construction and maintenance, as well as funding strategies.

The selected consultant should have a background in evaluating the financial and economic impacts of Complete Streets elements and in comparing this impact to the impact of a non-complete roadway. The consultant will be able to tell the story of Complete Streets through an economic analysis, explaining who benefits including contractors, users, businesses, realtors, healthcare providers, etc.
