Memphis MPO

Memphis, TN

The purpose of this project is to provide On-Call Freight Planning services to support the Regional Transportation Plan (RTP) and other related plans, and expand on the Mid-South Regional Freight Flows Study. These studies will equip the MPO with tools to analyze current and future freight needs, identify bottlenecks, and develop strategies that strengthen freight mobility, safety, and system reliability while supporting sustainable economic development.

The selected consultant or consultant team will be expected to assist the MPO in developing a freight vision for the region, integrating freight systems with community needs, and addressing the requirements of current and future shippers and carriers. The consultant will also provide expertise in freight data analysis, project identification and prioritization, and policy development related to issues such as truck parking, supply chain resilience, and emerging logistics trends. In addition, the consultant will support stakeholder engagement through the MPO's Freight Advisory Committee and provide recommendations that balance economic growth with community and environmental interests.
