Invitation:

The City of Bartlesville is partnering with its planning consultant to prepare a Housing Plan that will directly address the community's housing challenges and expand opportunities for diverse, affordable, and context-sensitive housing development. This work builds upon the findings of the 2024 Housing Study, which identified critical needs in affordability, aging housing stock, lack of multifamily housing options, and increasing cost burdens for renters.

The City of Bartlesville is seeking RFP responses from qualified firms interested in providing professional services needed to evaluate all current/ proposed land development codes, work closely with the City's ongoing Housing Plan, and develop a Pre-Approved Residential Pattern Book. The context of this project defines "Pre-approved" as housing designs that, if used as-is, could qualify for expedited or by-right approval under the new land development code.

Bartlesville is a growing city of approximately 37,000 residents. The City recently adopted the Endeavor 2045 Comprehensive Plan and the Bartlesville Housing Study in November 2024. As a next step in implementation, a thorough review of all existing land development codes and the creation of a residential pattern book and process that aligns with the vision laid out in the Plans is needed.

To be considered, a firm submitting a proposal must have substantial relevant experience in conducting public planning charrettes/workshops and writing and/or revising land development regulations, as well as innovative thinking that addresses global trends with in-depth knowledge of what works locally.

Anticipated Schedule:

  • Issue RFP — November 2025
  • Deadline for Questions — January 1, 2026
  • Submissions Due — January 16, 2026
  • Anticipated Selection — Firms should anticipate follow up interview and possible in-person presentation requests. City will negotiate with firms to form a contract for scope of services.
  • Contract Award — Upon City Council approval (estimated February 2, 2026)

Scope of Services:

The consultant will work with the City of Bartlesville to prepare a Pre-Approved Housing Pattern Book, ensuring close coordination with the ongoing Land Development Code (LDC) update. The following tasks outline the expectations and deliverables.

The consultant will prepare a Pre-Approved Housing Pattern Book that translates Bartlesville's neighborhood character into 3–5 pre-approved housing patterns that can be used for infill and Missing Middle development.

Tasks include:

  • Documenting neighborhood character through visual and dimensional surveys of representative areas, focusing on lot sizes, setbacks, building heights, and architectural styles.
  • Selecting priority housing types (e.g., duplex, triplex, fourplex, townhomes, cottage courts, ADUs, or small-scale apartments) in collaboration with City staff.
  • Producing pre-approved prototypes that include:
    • Floor plans with dimensions.
    • Exterior elevations with architectural detailing.
    • Site layout examples showing how prototypes fit common Bartlesville lots.
    • Basic construction notes to demonstrate buildability.
  • Ensuring zoning alignment by working with the LDC consultant to:
    • Identify adjustments needed in the draft LDC to accommodate the prototypes.
    • Provide an Integration Memo that recommends expedited or by-right approval pathways when Pattern Book designs are used.

The Pattern Book will be graphically rich, practical, and user-friendly, formatted for both print and digital release.

Budget:

The total project budget is not to exceed $37,500, inclusive of all professional services, travel, printing, and expenses. The consultant is expected to deliver a practical, implementable Pre-Approved Housing Pattern Book within this funding level. Ongoing annual maintenance costs for use of plans must be clearly stated in the RFP.

Evaluation of Applications:

Each application will be evaluated based on the following criteria:

  • Experience (30%)
  • Project approach (25%)
  • Quality of past work (20%)
  • Cost control (15%)
  • Local zoning/infill knowledge (10%)

No late, mailed, or faxed proposals will be accepted. Consultants must follow all applicable state and federal laws. The City of Bartlesville reserves the right to reject any or all proposals.
