The new Main Street design should make this corridor more appealing to bicycle and pedestrian users. Areas to address include improved parking, enhanced utilization of sidewalks, landscaping and traffic calming elements featuring road diet. The project area will include East Main Street, from the intersection with Depot Street through to the west intersection with Porter Street and just beyond to the Jones House on West Main Street and on Palmer Street from the intersection with Porter Street to Depot Street.

The successful firm or team will be motivated to work with staff, community members, and elected officials on a multi-disciplinary planning effort and will have expertise in the following areas:
- Multi-modal transportation planning and operational analysis
- Residential development for infill (upper levels over retail)
- Parking analysis and management
- Speed mitigation techniques
- Sustainability assessments(e.g., environmental, economic, social)
- Infill Development
- Transportation budgeting and funding
- Public participation and communication utilizing charets and other means
- Graphics and illustration
The scope of work will include, at a minimum, the following tasks:
- Project management – The Consultant will be responsible for the development and facilitation of the project schedule, and coordination of all activities, tasks, meetings, and deliverables with the Town's management and Town Council.
- Public Process – Three phase public process to include listening session, draft concept review, and whole corridor plan review meeting. Facilitation of meetings and communication with a strategic stakeholder group for continued input throughout the process. A minimum of three public meetings as well as three presentations to Town Council to coincide with public process phases are anticipated.
- Multi-modal circulation analysis – Within a defined study area (north and south one block or possibly only north and south on a few important blocks) conduct an analysis of the circulation patterns for bike, pedestrians and parking.
- Traffic analysis – Take traffic counts and speed profiles at key intersections and should be based on conversations with project team regarding local traffic patterns. Coordination with NCDOT related issues such as signal timing.
- Cross Section Development – Three (3) possible designs based on mobility and parking pattern analysis.

The Town will not accept late proposals. The Town reserves the right to reject any or all proposals or accept what is, in its judgment, the proposal which is in the Town's best interest. The Town further reserves the right, in the best interests of the Town, to waive any technical defects or irregularities in any and all proposals submitted.
