The City of Newark invites qualified firms (Consultant or Team) to submit proposals for the development of the Four Corners Specific Plan (Specific Plan), a specific plan for the Four Corners area located around the Newark Boulevard and Jarvis Avenue intersection between the Lake‑Rosemont and Mirabeau neighborhoods in Newark, California.
The Specific Plan will:
- Establish a clear vision, goals, and policies that will facilitate housing and commercial development, promote neighborhood revitalization through increased mixed-use development and walkability, facilitate transit station development, and incentivize multimodal station access.
- Establish zoning and development and design standards that will incentivize multiunit housing development.
- Utilize community and stakeholder input to inform decision-making around housing, commercial, and public infrastructure improvements.
- Incorporate MTC's TOC Policy development policies and requirements.
- Identify opportunities to improve residential and mixed-use development certainty on underutilized commercial properties, such as local incentive or development streamlining programs and state laws such as Assembly Bill (AB) 2011 or Senate Bill (SB) 35/423.
- Align with applicable General Plan policies and actions and Housing Element policies and programs.
- Provide adoptable text, figures, and implementation measures.
