Summary

The City of Warrenville, Illinois is seeking proposals from qualified multidisciplinary consultant teams to prepare and adopt a comprehensive corridor plan for the IL Route 59 corridor. The project will establish a clear, implementable vision to guide future development, redevelopment, and public investment along this key commercial corridor.

The planning effort will build upon prior City planning initiatives and will emphasize market-responsive land use planning, cohesive design standards, and strategic positioning of key redevelopment sites. Particular attention will be given to City-owned properties and major intersections that present near-term catalytic opportunities.

The consultant will be expected to lead an efficient and inclusive public planning process and produce a user-friendly corridor plan that can be readily administered by City staff.

Project Area

The study area generally includes properties along IL Route 59 at and south of the Route 59 and Batavia Road intersection, with focused analysis at:

  • Route 59 / Batavia Road
  • Route 59 / Illinois Route 56
  • Key City-owned properties within the corridor

Anticipated Scope of Work

The selected consultant team will be expected to complete tasks that may include, but are not limited to:

  • Conducting a targeted public engagement process
  • Evaluating and updating land use designations
  • Preparing an updated corridor land use framework
  • Developing cohesive streetscape, signage, and building design guidance
  • Preparing high-level marketing materials for priority redevelopment sites
  • Recommending implementation strategies and economic development tools

The final scope will be refined collaboratively during Phase II following consultant selection.

Desired Consultant Qualifications

The City seeks teams with demonstrated experience in:

  • Corridor and subarea planning
  • Market-responsive land use planning
  • Form-based or design guideline development
  • Public engagement and stakeholder facilitation
  • Implementation-oriented planning documents

Multidisciplinary teams including planning, urban design, landscape architecture, and market analysis expertise are encouraged to apply.

Project Budget

The City's FY2027 budget request currently allocates approximately $115,000 for the Corridor Plan, with an additional $30,000 requested for supporting engineering and technical services, subject to City Council approval.
