INTRODUCTION
The City of Coppell, Texas (population 43,000), a suburb of Dallas, solicits consultant assistance to create a new Coppell 2040, A Comprehensive Master Plan ("The Plan"), to replace the currently adopted 2030 Comprehensive Master Plan that was adopted in 2011. The 2040 Comprehensive Plan should include the pillars included in the Coppell Vision 2040; a major citizen-driven plan adopted in 2019 with considerable citizen input and updated in 2025. Our 14.7-square-mile city has witnessed continuous development and is nearing buildout since the last comprehensive plan was adopted. Not only have we experienced explosive residential development, but we have also benefited from substantial commercial and large warehouse/showroom/office construction as well. Coupled with this growth, is an active citizen contingent that demands quality development in all its forms. Future development will rely less on the declining amount of greenfield area and focus on the role infill and redevelopment will play in the future development. The plan should propose ways to foster resiliency by strengthening physical, social, economic, and institutional systems by creating a sustainable urban environment for future challenges.
Related to this quality objective is a mandate by our citizens to review the existing zoning districts and propose any changes that may be necessary to promote future development, redevelopment and sustainable growth. Incorporated with this task is the overall review and assessment of the Future Land Use Plan that would incorporate these changes. This review should incorporate changes adopted by the State relating to zoning and development.
BACKGROUND
The City of Coppell, Texas is home to not only 43,000 residents, but also over 1,500 businesses. Located in northwest Dallas County, Coppell is 5 miles from the Dallas-Ft. Worth International Airport and 15 miles from Dallas Love Field Airport. Coppell is surrounded by major regional roadways such as I.H. 635, I.H. 35, Highway 161 and the S.H. 114/121 corridor. The Dallas Area Rapid Transit (DART) Silver Line Rail project has recently begun to operate, with a station in Cypress Waters that serves Coppell as well. The Silver Line extends between DFW Airport and Shiloh Road in Plano and traverses across seven cities, including Coppell. The project provides passenger rail connections and service that improve mobility, accessibility, and system linkages to major employment, population and activity centers in the northern part of the DART Service Area. Coppell is in a dynamic growth area with a region encompassing thirteen counties and spanning 9,000 square miles with a population of over 7 million people. Coppell's prime location and easy access by land or air helps keep the City's rich history that was built around transportation alive today.
The city is characterized by stable and progressive leadership; superior public services; excellent educational opportunities; a safe environment; award-winning services and thriving arts organizations; amenities such as an extensive parks and trails system; a broad range of recreational opportunities; highly regarded special events; and strong community support. All of these characteristics contribute to an extraordinary quality of life.
Even with all of these assets, Coppell is experiencing the typical challenges of many first-ring suburbs: an increasingly diverse population, infrastructure challenges, an aging housing stock, underperforming retail development, and aging industrial properties.
THE PROJECT
The existing 2030 Comprehensive Master Plan was adopted by Council in 2011. Since that time, the city has experienced continuous development and is nearing buildout and it is time to revise and adopt a new Comprehensive Plan. The proposal shall create a new 2040 Comprehensive Master Plan that shall include and not be limited to the following topics:
- analyze the areas on the Future Land Use Plan and recommend revisions if warranted
- analyze the existing zoning districts and
- develop methods to assure meaningful citizen participation in this reanalysis
- a strong emphasis on infill and redevelopment opportunities
- create a Special Area Plan for Old Town Coppell
- create a Special Area Plan for major intersections and gateways
- incorporate ideas from the Smart City and FOARD boards
- transportation
- sustainability and resilience
- maintaining and enhancing quality of life
- demographics
- market analysis
