Overview

The Municipality of Anchorage Planning Department seeks consultant services in support of updating the Chugiak-Eagle River Comprehensive Plan Update (2006). The project will be led by the Municipality of Anchorage Planning Department in partnership with the communities of Chugiak and Eagle River, Chugiak-Eagle River agencies, Chugiak-Eagle River community councils, Chugiak-Eagle River business and property owners, Eklutna Inc., the Native Village of Eklutna, Anchorage residents, other Municipal Departments, and interested parties.

Anchorage Municipal Code provides a process for re-evaluating the Municipalities Comprehensive Plans and requires a review and revision every 20 years. The intent of this 2026 Chugiak-Eagle River Comprehensive Plan Update (herein after referred to as the "Plan" in this document) is to maintain conformance with Anchorage Municipal Code requirements and reflect community trends and goals that may have changed over time.

The Eagle River-Chugiak-Eklutna Comprehensive Plan was adopted in 1979, followed by the new Chugiak-Eagle River Comprehensive Plan in 1993. A reevaluation of the 1993 Chugiak-Eagle River Comprehensive Plan in 2005 found no desire for major deviations from the 1993 plan, resulting in the adoption of a targeted plan update in 2006. This effort is intended to be a complete plan revision as governed by AMC 21.03.070B.1:

A complete plan revision shall be completed at least once every 20 years to make it consistent with the economic and demographic trends, recent and proposed land use decisions, and adopted studies and plans.

Scope of Work

The Planning Department intends to complete a complete revision of the Chugiak/Eagle River Comprehensive Plan. The Department will hire a consultant to conduct basic research and review, community engangement, and drafting and formalizing the Plan. This plan update shall meet all the criteria for a plan update as listed in Title 21. The consultant shall develop all virtual and in-person elements for community engagement to develop the Plan and then receive comment on the draft plan. This includes community, stakeholder, and technical advisory committee meetings.

The Municipality seeks to contract with a consulting firm or team of consulting firms that possess extensive experience in community planning and development and redevelopment strategies. The consulting firm(s) is expected to provide a wide range of services including, but not limited to the following:

  1. Gathering initial information and identify issues
  2. Develop and deliver public input plan
  3. Conduct visioning workshop and develop a simple vision for the community
  4. Prepare Chugiak-Eagle River profile and demographic data
  5. Develop guiding principles and identify issues & opportunities
  6. Create scenarios and illustrative plans based on vision, goals, objectives & strategies. This may include some modeling and analysis.
  7. Prepare a plan draft for public review.
  8. Present the Plan for Planning & Zoning Commission and the Assembly

The consultant will deliver a variety of products which may include, but are not limited to:

  1. Project status reports after each main task
  2. Regular check-in meetings with the MOA Planning Department
  3. Digital maps that are compatible with the Municipality's GIS map layers
  4. Presentation of the comprehensive plan draft recommendations at Planning & Zoning Commission and Assembly meetings
  5. Public hearing draft of Comprehensive Plan draft in digital format
  6. Delivery of final Comprehensive Plan in digital format

All tasks and deliverables should be completed within twenty-four (24) months of the MOA Notice to Proceed. The proposal must demonstrate the consultant team has the time and staff resources devoted to completing each task with the overall project report timeframe.
