The City of Greensboro is soliciting proposals to secure a professional, architecture and design firm or teams of such firms with experience and technical qualifications to establish a permit-ready housing plan program. The program is to be jointly designed and implemented by the City and selected Applicant to encourage and expedite the construction of a variety of housing types throughout Greensboro. The Program is expected to be available citywide, with a primary focus on vernacular architecture and design.
This RFP centers on the selection, preparation, and licensing / ownership of housing plans that fit the context of a wide range of housing types and neighborhoods in Greensboro, in addition to analysis of and recommendations to update the City's Land Development Ordinance, permitting and plan review processes, and procedures related to overall housing development in the city. The City and selected Applicant will determine the best approach for the licensing and ownership of the building plan and administering the program. Funding for this RFP is provided through federal American Rescue Plan Act (ARPA) funds, and the total budget shall not exceed $250,000.
While an emphasis will be placed on permit-ready plans for traditional housing styles and detached accessory dwelling units, plans for townhouses, duplexes, triplexes, quadplexes and small-scale apartment buildings are also wanted. It is preferred that building plans also include multiple elevation options, allowing for visual variety and the ability to be compatible with a variety of the city's neighborhoods.
