The City of Horace (the “City”) seeks to hire a consultant through a Request for Qualifications (RFQ) process in order to enter into a Professional Services Agreement for updating the City’s Comprehensive Land Use Plan. Qualified planning consultant teams are requested to submit sealed responses of their qualifications for the project as described in the full RFQ posted on the City’s website at www.cityofhorace.com under the “Business” tab, then select “Bids, RFQs & RFPs.”

NOTE FOR CONSULTANTS:

The RFQ process may be expanded to a two-step RFQ/RFP process as shown in the RFQ schedule.

Sealed responses will be accepted from individuals, firms, or groups of firms with the necessary expertise and experience. All correspondence and communications regarding the RFQ must be emailed to Tejali Mangle, Community Development Director, at tmangle@cityofhorace.com.

Contact Tejali Mangle for clarification of the specifications only. All questions regarding the RFQ must be submitted by email before 3:00 P.M. on Wednesday, August 12, 2026. Responses to the questions will be posted on Monday, August 17, 2026, on the City’s website at www.cityofhorace.com under the “Business” tab, then select “Bids, RFQs & RFPs.” No authority is intended or implied to permit the amendment of specifications or the acceptance of alterations prior to the opening of the responses without the City’s approval.

Sealed RFQ responses must be submitted on or before 12:00 P.M. on Friday, August 28, 2026.  Sealed responses should be hand-delivered or delivered via USPS, UPS, or FedEx. Sealed responses must be addressed to:

Responses received after the deadline will not be accepted. Incomplete responses will be considered non-responsive and will not be considered for award. Submittal requirements and selection schedule are provided in the full RFQ packet posted on the City’s website.

Sealed responses will be opened shortly after 12:00 P.M. on August 28, 2026, at the Horace Meeting House, located at 7951 Jacks Way, Suite #116, Horace, North Dakota 58047, and will be distributed to the review committee.
