DESCRIPTION OF ARCHITECTURAL DESIGN REVIEW SERVICES

The scope of work includes, but is not limited to:

  1. Analyzing the architectural design of development applications where design review is required pursuant to the Cupertino Municipal Code by:
    1. Reviewing a range of application types, including residential, mixed-use, commercial, and office projects, at various stages of completeness, including preliminary reviews, formal applications, and revised submittals.
    2. Thoroughly evaluating overall project design quality, consistency, and compliance with applicable design standards. Design review includes evaluation of site planning, building design, massing and scale, façade composition, materials, colors, landscaping, and relationship to the surrounding context, to ensure high-quality design outcomes.
    3. Creating and maintaining a review checklist or matrix that outlines the applicable General Plan, Specific Plan, Area Plan, and Municipal Code standards for two-story single-family residences.
    4. Assessing qualifying housing developments for compliance with applicable objective design standards in accordance with the California Housing Accountability Act and related legislation.
    5. Providing easy-to-read written comments and reports with clear analysis and recommendations that are consistent with the City of Cupertino's adopted codes, ordinances, and policies and compliant with state law.
    6. Meeting with staff and applicants to discuss project-specific requirements.
    7. Performing site visits, as necessary.
    8. Providing technical support, assistance, clarification, and direction to project applicants and City staff for design-related matters.
  2. Interpreting City adopted codes, ordinances, and policies, including:
    1. The Cupertino Municipal Code, specifically Title 19, Zoning Ordinance.
    2. Adopted Special Area Plans, Conceptual Zoning and other land use plans, and associated design guidelines.
    3. The City of Cupertino General Plan.
  3. Participating in City public proceedings, including attending and presenting at public hearings and meetings before the City Council, Planning Commission, or related committees, as needed. Responding to questions, input, and requests for clarification by presenting design review findings and actively responding to decision-makers, City staff, and the public.
  4. Providing clear communication, meeting expected timelines, and maintaining professional standards by:
    1. Completing design reviews in a timely manner consistent with California Permit Streamlining Act requirements.
    2. Clearly identifying design requirements, required revisions, and justifications to be addressed by project applicants, as required.
    3. Maintaining organized and complete records of all reviews, comments, and recommendations in a format that is compatible with City systems and procedures.
    4. Performing all services in an impartial and independent manner, avoiding conflicts of interest and maintaining the integrity of the City’s design review process.

CITY’S RESPONSIBILITIES

To support the selected Consultant, the City’s responsibilities include:

  1. Designation of a Planner: The City will assign a representative from the Community Development Department’s Planning Division to serve as the primary point of contact for each project. They will coordinate communication, set project timelines, and provide guidance to the Consultant, as needed. The City’s designated Planner will also be responsible for facilitating internal contacts and communication with other relevant City staff to support the consultant’s review process.
  2. Provision of Relevant Information: The City will provide documents related to the adopted General Plan, Zoning Ordinance, applicable specific plans, as well as any new process changes, adopted ordinances, or state requirements that may affect the services provided by the Consultant. The City will also be responsible for providing administrative support related to the submission of deliverables, as needed.
  3. Timely Review of Submittals: The City will be responsible for conducting reviews of the Consultant’s deliverables in a timely manner. This includes providing necessary feedback, approvals, and decisions in a timely manner to avoid confusion and delays.
