The Clarksville Montgomery County Regional Planning Commission (RPC) has an exciting opportunity for a well-rounded forward-thinking multi-disciplinary Planner. Located just 40 miles northwest of Nashville, Clarksville's location and affordability are hard to beat. The RPC is an independent government body responsible for land use in Clarksville and Montgomery County, Tennessee. Our team of dedicated professionals is committed to smart growth and economic development by providing services in the areas of zoning, subdivision, site plan and design review, transportation, and long-range planning. Serving one of the fastest-growing cities and counties in the state and country, the RPC is seeking a self-starting Planner with initiative and drive to help guide growth well into the next decade. This position includes a variety of work in rural, suburban, and urban areas.

Clarksville and Montgomery County are on the verge of adopting their first-ever Comprehensive Plan and a major focus of the RPC going forward will be the implementation of this plan including a code rewrite.

ABOUT THE JOB:

Working under limited supervision a Planner performs professional and technical work in the areas of development review, long-range, community, and regional planning.

Typical Responsibilities include but are not limited to:

• Review of development applications from acceptance through the approval process.
• Assist, and often lead, the development of planning studies, documents, and presentations.
• Manage, research, design, and complete planning or policy work on regulations or plans.
• Help staff, elected officials, and the public be better informed on the planning process and other planning related topics.
• Interpret federal, state and local regulations and ordinances.
• Understand and use demographic information, GIS, and other data to make the case for policy, regulation, or ordinance changes.
• Provide technical advice and information to city and county departments, agencies, boards, commissions, and private citizens relative to land use and planning.
• Attend and conduct meetings, seminars, and training sessions as needed.

KNOWLEDGE:

Ideal candidates will possess the following knowledge:

• How land use planning, policy, economics, and laws affect the built environment.
• Be a proficient reader, writer, and researcher.
• How to conduct effective surveys, research, and analysis.
• How to independently research a variety of subjects and apply what was learned effectively.
• The capabilities of GIS as it relates to planning.
• Experience in implementing or influencing infill or redevelopment projects or policies.
• Familiarity with topics such as Smart Growth, Suburban Retrofit, Sprawl Repair, and Form Based Code.
• Ability to work in a modern office with modern practices, procedures, and equipment.
• How to tactfully deal with the public and co-workers; to exercise good judgment in evaluating situations leading to decisions; to express ideas clearly, concisely, and convincingly.
• How to supervise the work of others.

EDUCATION AND EXPERIENCE:

A bachelor's degree in City, Urban, or Regional Planning, Public Administration, Landscape Architecture, Civil Engineering, or a related field with a minimum 4 years of experience in the areas of urban planning, or public policy; preferably in government or in consulting with the public sector;

OR master's degree in these fields and a minimum of 2 years of experience.

OR other bachelor's degree with 6 years of experience.

Membership(s) in the American Institute of Certified Planners (AICP), Urban Land Institute (ULI), and/or Congress for New Urbanism (CNU) are desired but not required.

PHYSICAL REQUIREMENTS:

Positions in this class typically require: talking, hearing, seeing, and manual dexterity.

Light Work: Exerting up to 40 pounds of force occasionally, and/or up-to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Out-of-office work on or in proximity to urban or rural roadways or may be subjected to uneven, rough terrain at work sites at remote locations which may require using steps, ladders, or unpaved pathways.

Incumbents may rarely be subjected to extreme temperatures, inadequate lighting, workspace restrictions, intense noises, and travel.
