Job Summary

The primary function of this position is to provide customer service, technical assistance, education and information regarding City of Fountain planning, land use, and development regulations to citizens, government officials, developers and advisory boards that are supported by the Planning Department. The position receives and processes various applications for planning approval and permits generally considered more routine and administrative in nature.

Duties and Responsibilities

  • Maintains and supports a positive, collaborative culture within the City organization as a whole, fully embracing the cultural and values statements espoused by the City.
  • Serves as first contact to answer questions and provide information to citizens, builders and developers on regulations, policies and procedures; provides applications and reviews submitted applications.
  • Processes and reviews minor planning applications, permits, plot plans, sign plans, variances, encroachments; applies and ensures compliance with zoning and subdivision principles and codes.
  • Provides assistance to advisory boards such as Planning Commission and Board of Adjustment, including preparation of agendas, packets, public hearing notices, staff reports, power point presentations, presenting at meetings as required.
  • Provides assistance to other staff and agencies such as ownership and maintenance of property, site visibility, whether water lines are public or private, conditions of approval, notes on plats, enforcement of City Codes.
  • Collects data and prepares statistical reports, including housing and commercial starts, population estimates; reviews zoning ordinance and tracks amendments; maintain street listing.
  • Assists in updates of plans, policies, codes, ordinances and regulations.
  • Establishes and maintains effective working relationships with citizens and co-workers.
  • Other duties and responsibilities as required.

Required Capabilities

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
  • Ability to proficiently read, speak, and understand English. Proficiency in non-English languages is highly valued.
  • Ability to add, subtract, multiply and divide in all units of measure using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.
  • Demonstrated strong verbal and written communication skills, analytical skills, statistical and mathematical abilities and interpersonal skills. Ability to read and interpret documents such as safety rules, operating maintenance instructions and procedure manuals. Ability to write complex reports and distill information for many audiences.
  • Position requires close, distance and peripheral vision.
  • Ability to hear an average conversational voice in a quiet room, using one or both ears, at a distance of 6 feet. Ability to hear sounds and signals indicating work and safety necessities.
  • This position requires standing, walking and sitting for periods of time. Utilization of hands and fingers to operate office computer keyboard and equipment required. Must be able to reach with hands and arms, and stoop, kneel or crouch if needed. Must be able to lift up to ## pounds as needed.
  • This position requires good proficiency in the use of computer software and applications, office equipment, and professional telephone use. The ability to adequately type quickly with few to no errors is also very important. This position will often require multi-tasking in the use of computer, phone, and office equipment while interacting with clients. Candidates for this position may be required to take and pass technology proficiency assessments prior to employment.

Qualifications

  • Requires an Associate's Degree or specialized courses/training equivalent to satisfactory completion of two years of college in Urban Planning, Architecture, Public Administration or closely related field.
  • Requires one year experience in planning, administration, public administration or closely related field.
  • Requires a valid Colorado driver's license.
  • Knowledge of the rudimentary principles of public administration; record keeping and filing practices; and government practices and requirements.
  • Knowledge of planning principles and practices and zoning concepts desirable.
  • Knowledge of effective writing techniques and the ability to produce information in written form.
  • Knowledge of statistical, algebraic or geometric systems and the ability to apply such knowledge in practical situations.
  • Knowledge of computer hardware and software programs, which may include Microsoft Office, internet applications, land management software or GIS.
  • Able to obtain the following ICS Certifications: IS100, & 700.
