Itasca, IL (pop. 9,261) is seeking a highly experienced, motivated Community Development professional to help create pathways of success for the Village of Itasca. This hands-on, working Director of Community Development will provide executive leadership and strategic direction of the community development operations. As an actively engaged leader, they will be responsible for interpreting the zoning code, planning, and permitting, building and code enforcement, economic development, and subdivision control activities. The Department operates with a 2025 budget of $1.25 million and is supported by a team that includes the Planning and Zoning Coordinator (presently vacant), Building Supervisor, Building Permit Technician, Administrative Assistant, Seasonal Intern, and Code Enforcement. Additionally, the Department is supported by Lakeside Consultants, who manage the Village's plan review and inspections, the contractual electrical inspector, and Robinson Engineering.

Candidates will be expected to have experience with business assistance, attraction and retention regarding economic development, marketing, and a business visitation program. The Director provides input and support to the Village Administrator, Mayor, and Village Board, as well as various Commissions such as the Plan Commission, Historical Commission, and Community Development Committee. The Community Development Director is appointed by the Village President, with the advice and consent of the Board of Trustees. This position reports directly to the Village Administrator.

Candidate requirements include:

  • Bachelor's degree in Urban Planning, Public Administration, or a closely related field. MA or MPA preferred.
  • Thorough knowledge of theoretical practical aspects of city and regional planning. Thorough knowledge of the State of Illinois laws, municipal ordinances, principles, and practices of community development, specifically in the areas of construction, development, urban planning, economic development, and municipal government practices.
  • Seven years' progressive administrative responsibility with at least five years' experience supervising personnel.
  • Excellent communication and interpersonal skills demonstrating the ability to design and maintain technical operational reports and records and write clear, concise, and accurate administrative reports using computers, spreadsheets and software programs and maintain effective working relationships with employees, village officials, citizens, developers, contractors and business leaders.
  • Ability to analyze plans and specifications, make interpretations to determine whether such plans conform to applicable codes and construction practices.
  • Experience in supervising a building and code enforcement division, understanding the need to balance consistency with common sense in code application.
  • Demonstrated ability marketing TIF Districts and negotiating economic development incentive agreements is essential.
  • An in-depth knowledge of zoning and building codes that govern construction projects of all sizes and complexity levels, from mixed-use developments to historic building renovations which will keep Village projects both compliant and on schedule.

The starting salary range is $130,000-$150,000 +/- DOQ and experience. The Village of Itasca offers a competitive benefits package that includes paid vacation, sick time, holiday time, personal time, medical, dental, vision, and life insurance and participation Illinois Municipal Retirement Fund. Residency is not required. The Village of Itasca will consider supporting relocation expenses.
