PRIMARY DUTIES:

  • Analyzes data on demograpl1ics, land use and zoning for public hearings with the Planning and Zoning Commissions and Board of Adjustments, City Council, and other City departments including Building, Water, Sewer, Streets, Drainage, City Attorney, City Engineers, IT, Fire, and Police.
  • Enforces planning and zoning policies, including the interpretation of the Unified Development Code; advises best planning practices for new developments Advises citizens on zoning, subdivisions , flood zones, building, and new construction projects.
  • Creates and manages the implementation of comprehensive and smaller, more focused plans for the city's development. Creates long-term goals and strategies for development and growth in specific areas and citywide.
  • Conducts research and prepares reports on current and historical land use, physical, social, and economic issues, development trends; leads the design and implementation of community and stakeholder engagement efforts.
  • Creates agendas and reports for the Planning and Zoning Commissions and Board of Adjustments meetings and work sessions. Attends the meetings and presents reports and information to guide decisions on city development. Ensures all meeting laws are upheld for public hearings
  • Plans and directs the annexation of new property into the city limits.
  • Manages and maintains records in a software system related to parcel information, planning and zoning applications, and site plan approvals.
  • Manages the initial review and permitting process prior to construction with city staff, engineers, architects, the historic commission, the downtown development district, and DOTD.
  • Responsible for managing flood-plain information; coordinating with Corps of Engineers and surveyors on base flood elevations; and advising insurance companies and homeowners with flood information.
  • Responsible for managing and updating addressing within the city limits and with related entities.
  • Possesses the ability to juggle multiple projects with an attention to detail and a desire for creative problem-solving.
  • Works well and communicates effectively with many types of people and during long-term and short-term projects.
  • Performs such other duties as may be directed by the Mayor, Director of Administration.

Typical Qualifications

EDUCATION & EXPERIENCE REQUIREMENTS:

Education requirements refers to job specific training and education required for entry into the position. Experience refers to the amount of work experience that is required for entry into the position that would result in reasonable expectation that the person can perform the tasks required by the position.

Requires a Bachelor's Degree in planning or closely related field and preferably five years of experience, including two years of supervisory/leadership experience.

Master's degree in planning or related field is preferred.

LICENSES, CERTIFICATIONS, AND REGISTRATIONS REQUIRED:

Licenses, certifications, and registrations refers to professional, state, or federal licenses, certifications, or registrations required to enter the position.

An American Institute of Certified Planners (AICP) certification is required. Preferred

Certifications include: GIS certifications and Certified Flood Plain Manager.

Must possess a valid Louisiana driver 's license with a good driving record.

Physical demands refers to the requirements for physical exertion and coordination of limb and body movement.

Performs sedentary work that involves walking or standing some of the time and
