GENERAL DESCRIPTION

Performs a variety of professional duties relating to the planning, scheduling, design, development, operation, and implementation of the County's multimodal transportation systems including roads, bicycle and pedestrian facilities, greenways and blueways. Performs other duties as assigned.

ESSENTIAL JOB FUNCTIONS

  • Investigates, analyzes, and responds to internal, citizen, community organization, and business inquiries concerning various transportation and traffic issues.
  • Performs or assists in the development of maps, studies, analyses, and recommendations regarding various multimodal transportation projects including roads, bicycle and pedestrian facilities, greenways and blueways.
  • Develops or assists with the development of road, bicycle and pedestrian, greenway and blueway standards for design and operation.
  • Assists in researching, documenting and developing multimodal transportation policies.
  • Assists in the development of corridor plans and long-range transportation plans for the County.
  • Assists in revising or developing transportation components of the County's Comprehensive Plan.
  • Assists in the writing, preparation, and administration of transportation grant applications including road, bicycle and pedestrian facilities, greenway and blueway projects.
  • Assists in developing bids and RFP specifications related to transportation projects.
  • Assists in development and coordination with Virginia Department of Transportation, Roanoke Valley Transportation Planning Organization and its Transportation Technical Committee, adjacent jurisdictions, and others during the planning, design, and implementation of various multimodal transportation projects.
  • May represent the County at meetings relating to various transportation issues.
  • May serve as County liaison to local, state, federal and not-for-profit agencies and organizations involved with roads, transit, bicycle and pedestrian facilities, greenways, blueways, and other transportation facilities and issues.
  • Assists in the coordination and implementation of road, bicycle, pedestrian, blueway and greenway projects with appropriate agencies.
  • Prepares materials for and makes presentations to officials, boards, commissions, and other groups regarding specific transportation projects or issues.
  • Conducts field investigations regarding transportation-related projects as needed.
  • Performs other duties as assigned.

REQUIREMENTS/PREFERENCES

Education

Required: Bachelor's degree from an accredited college or university with major coursework in urban, transportation, or regional planning, geography, landscape architecture, civil engineering, or a related field, or combination of training, education, and considerable experience which demonstrates the ability to perform the work described.

Preferred: Master's Degree from an accredited college or university in urban, transportation, or regional planning, geography, landscape architecture, civil engineering or a related field.

Experience

Required: One (1) or more years of professional experience in urban or regional planning, or transportation planning. A Master's Degree from an accredited college or university in urban, transportation, or regional planning or a related field would be considered meeting this requirement.

Preferred: Three (3) or more years of professional experience in urban or regional planning, or transportation planning.

Certifications/ Licenses

Required: Valid Virginia driver's license with good driving record.

Knowledge, Skills and Abilities

  • Thorough knowledge of the principles and practices of urban, regional and transportation planning
  • Thorough knowledge of land use, housing, natural resource management, transportation, and community and economic development
  • Ability to perform policy analysis and programming
  • Ability to interpret and prepare transportation policies
  • Ability to perform research and prepare oral and written reports
  • Ability to work independently as well as in a team environment
  • Ability to establish and maintain effective working relationships with co-workers, citizens and other government officials
  • Skill in the use of standard computer hardware and software including Microsoft Office and ArcGIS

Additional Requirements

Subject to a complete criminal history background search with acceptable results. Must be able to perform the job as described in the Physical and Environmental Demands section of this job description. May be subject to DMV driving record review as required by duties assigned. May be required to attend some night or weekend meetings.
