The City of Redondo Beach seeks a Waterfront Manager to help oversee the revitalization and operation of the City-owned harbor area. The City's historic Harbor and Pier area occupies over 150-acres of land and water and is comprised of a combination of publicly accessible open space, a yacht club, 1,400 boat slips, and a diverse array of private commercial businesses inclusive of hotels, restaurants, retail sales, and office space that operate on publicly owned land through leases with the City. The City's unique harbor includes an array of historic buildings and landmarks, inclusive of Seaside Lagoon, Monstad Pier and a statue commemorating George Freeth who introduced surfing to mainland USA in 1907. The position will operate out of the Waterfront & Economic Development Department, supported by a team of six professionals, including two City employees and four contract employees, to focus on the revitalization of the harbor area. The position formally reports to the Waterfront Director.

In 2022, the City Council approved a new vision called the "King Harbor Public Amenities Plan", inclusive of over 40 projects meant to upgrade the recreational and operational needs within the waterfront. The position will implement the projects listed in the Amenities Plan which includes a new public boat launch, revitalized Seaside Lagoon, new Sportfishing Pier, renovated docks, an upgraded pedestrian walkway, and various projects to address sea level rise. The projects will serve as a system within which other revitalization efforts can occur, including attraction of private investment to existing commercial buildings, attraction of a new hotel operator, and improving the recreational, educational, and entertainment offerings available to residents and visitors. The position will also negotiate and manage complex lease transactions with land developers/business owners, perform financial analysis and economic studies to develop strategies for development, and work with city planners and city legal counsel to ensure compliance with all applicable development and environmental requirements. The position will also assist with the creation of a commercial plan to define a strategy for revitalizing the private commercial elements of the harbor and pier.

The ideal candidate will be an accomplished strategist, have land development and urban planning expertise, and bring a portfolio of accomplishments that reflect successful project management and land acquisition skills. This position requires hands-on work such as negotiating and managing contracts, negotiating and drafting lease agreements, drafting technical staff reports, and diving deep into financial analyses, economic studies, and environmental documents. It involves communicating with developers, contractors, business owners, and will serve as the staff liaison to the Harbor Commission.

A bachelor's degree in planning, public administration, business administration, finance, engineering, real estate management or a related field and five years of progressively responsible experience with local, county, state, and/or federal government experience performing similar duties, including at least two years in a supervisory or management capacity, is required. A master's degree in planning, public administration, business administration, finance, engineering, real estate management or related field is preferred. Previous experience with harbors and boating is a plus but not required.
